Rewrite and rename diff-delete-trailing-whitespace.

* lisp/vc/diff-mode.el (diff-delete-trailing-whitespace): Rewrite, and
rename from diff-remove-trailing-whitespace (Bug#12831).

* files.texi (Diff Mode): Doc fixes for
diff-delete-trailing-whitespace.
